There are several ways to move about the 2D map ; - scroll bars - ctrl- click and drag the map - you'll see a hand icon - thumbwheel on mouse. For example my thumbwheel can move left and right but Atlas response to that is iffy. Sometimes an additional click (left click) "wakes" things up. But a question for you ? (Sorry if you already know this) The Atlas range is limited to the space from above Italy in the west to eastern side of the Capsian Sea. If you already see that extent in you window left to right zooming, of course, doesn't apply. So if that's the case zoom in.
