Workspaces issue in Windows version

I have Accordance installed on a new computer and wanted to open an existing workspace. It wasn't shown under the Workspace menu (not a surprise) but when I went to Open Workspace the only option was Save button. When I clicked on the workspace I was asked it I wanted to overwrite it. I said no. I did manage to open the workspace by going to Open and selecting it.

 

Shouldn't Open Workspace have allowed me to open it rather than save?
