(The print-to-PDF if a feature of Mac OS, not specifically Accordance). There are several free pdf "printers" available for Windows. Many are bundled with a pdf reader app that serves as an alternative to Adobe Reader/Acrobat Reader. I use Foxit Reader's (http://www.foxitsoftware.com/Secure_PDF_Reader/) print to pdf engine most often. NtiroPDF used to offer a free option, but it looks like they don't any more. you can also google "free print-to-pdf" to find options. I used to use dopdf before I found Foxit. It was o.k., but not the most User Friendly.
