Is there a setting to enable Accordance to display the inscriptions that precede many of the Psalms?

If you mean the Psalm title, in most English translations this is verse 0, and you can see it by using the entire Psalm number as the reference: i.e if you search for Psalm 19 in KJV it will start:

Psa. 19:0 To the chief Musician, A Psalm of David.

Psa. 19:1 The heavens declare the glory of God; and the firmament sheweth his handywork.

 

OR you can add one context verse in the More Options section, and it will start with the verse before the first reference you enter (if there is no title, that would be the last verse of the previous psalm).

 

OR you can click in verse 1 and click the Context button on the Resource palette to see the context of the verse.

 

If, however, you are referring to the descriptive titles many verses add to Psalms and other sections of the text, these are NOT displayed as they are not found in the original texts.
