Why are there two folders for user tools? One is labeled "shared user tools" off the root /Accordance/ path.
The second is in the user's home/document path. Both appear to have the same files in them.
As updates to the user tool are made are both copies updated?

This is a very good question. The ones in "Shared" folders in the Accordance folder are the files you had when you first ran version 7. These were copied to your user/Documents and the copies are the ones that you are using and editing, and creating. You should back up these user/Documents/Accordance files from time to time.
Another user on your computer will have access to the original files in the Accordance folder, and to any others that you place there. Again, any such files that he/she adds are copied to their user/Documents. This allows you to keep your ongoing copy safe, and yet allow other users to access the material.
