User Tools folders

I've noticed that there are some modules in my User Tools folder in my Documents folder.  Is there any reason why they are added there and not to the User Tools folder in my Home-Library-Application Support folder?  I prefer to keep all m modules in one place.

The user content files in the "Accordance Files" folder are the files that Accordance actively manages. The "Shared" user content folders in the Application Support folder are not actively managed. I think they were originally intended to help with Multi User setups which used to be the default installation type.
