I just searched moses mount <NOT> sinai in the ASV

and got the "no verses in range" drop down response, though there surely are verses that have moses and mount, but not sinai.

When I searched moses mount, among the results was this:

"And Moses went up from the plains of Moab unto mount Nebo, to the top of Pisgah, that is over against Jericho."

Well, first off, that text you give as Numbers 33:29 comes up for me as Deut 34:1.

Secondly, you're doing a Flex search, which I would expect funny results when using something like <NOT>. Flex search is designed for when you're not using those booleans. Try your search like this:

moses <AND> mount <NOT> sinai

to see the results you're expecting.
