JSB and Torah Commentary Question

When the Jewish Study Bible or Torah Commentary is purchased, do those modules include the Biblical text (in this case the Tanakh) and the comments, notes, etc.? Or must one purchase the Tanakh Bible text as a separate module?

The Tanakh (whether JPS or the Hebrew BHS-W4) are separate unlocks. Our reasoning was that most users who order the JPS Torah Commentary will already have bought these or will be buying a Primary Collection level that includes them.
