Check for updates tells me it cannot find an active internet connection.

I am connecting through a proxy at the college.

Do I need to modify my proxy settings to allow the check for updates?

I think that this bug was fixed, so I recommend manually updating to 8.1.3 via the Program Installers page, and then trying again.

For the record, the Updater still does not work over a proxy. The bug that was fixed was to prevent a crash under a proxy. Proxy support is planned for the future, but is not present at this time. You needn't worry about keeping the automatic update feature on, though, as it will simply not check while under the proxy.
