Temporarily disabling tied Scrolling

I have several commentaries in a zone named Reference Tools tied to a tab named Home in another zone. I would like to be able at times to scroll the tabs in the Reference Tools zone independently of the tabs I have tied to it in the Home tab in the English tools zone.

 

Within the same tab I can press control and then scroll one window independently of the other tied windows. However, I am not able to temporarily disable the tied scrolling using the Control key in another zone. Is there a way to do this?
