Whenever I try to save anything in Accordance, the default location is always the folder where the Accordance program is installed. PLEASE don't do that. Documents NEVER belong in a program folder. Putting a deocument in that location would mean that it will never be backed up because anything the Applications folder should be a application, which would be rarely changed and would be reinstalled if wiped out. When moving ot another computer, any applications should be reinstalled, and the contents of the old Applications folder left behind -- there should never be any documents there.
I don't know how MacOS X programs choose the default locations to display in the Save As and Open dialogs, but certainly the location should be within the user folder for the currently logged-in user.

I agree and we will be changing that in Version 7.

In the meantime, I can suggest checking out the very useful Default Folder, which modifies this behavior system-wide or per application, as well as offering a whole host of other time-saving features.
