After I re-install Accordance 9.6.4 in a fresh OS X 10.8, I found that the modules downloaded is placed inside the Library of my user account, instead of the main Library folder in the root as before.
But as I have multiply accounts in my Mac, and all of them would use Accordance, how can I relocate all the modules to the root again? Thank you!

Just move the Accordance folder, found in Application Support, from your user's Application Support to the root Application Support. You may need to clear up any potential permissions issues, though.
