We can look into posting more of the individual unlocks, but we cannot post an entire CD like the Essential IVP Reference Library, nor can we sell those modules individually.

Is this a technological or a legal limitation?

Legally we cannot sell individual modules unless we have individual licenses for them. This would apply mainly to the collections that we offer from IVP, GBS, and Zondervan.
Practically, we have to consider the implications if we offer individual modules that are normally part of a package. If you buy a part and then want the whole package, you will not want to pay the full price, and that makes our accounting even more complex than it already is.
Technically we are not really interested in maintaining a website with huge files for download (some modules fill an entire CD-ROM).

What about files as patches or upgrades to existing modules?
For example, if a user reports an apparent error in a module to you, can a patch be prepared that would apply the correction to that module?
Obviously the user would have to have the module or the patch would be useless.
The benefit to the user is having up-to-date modules without having to buy a new CD.
This would work in the same way as the Accordance application is updated by free downloads, but upgraded by purchased CDs.
