User Tool Import Dialog Focus Issue

I noticed that while importing a new User Tool there is a strange shortcut key behavior. I had prepared an html file for import and had saved it on my Desktop. When I go through the import process and am at the point where the file chooser is displayed to select the file for import another workspace, similar in form to my default workspace, was sometimes created. The reason for this was I was using the CMD+D shortcut while the file chooser dialog was focused. This not only changed the file chooser to my desktop (the expected behavior) but also created the 'duplicate workspace' in the background. To be clear the file chooser had the focus and received the correct input but the Accordance program also acted on the same input even though it did not have the focus.
