Using 10.0.4, with preferences set that the Library is to open as a popover, shift-clicking the library icon from the tool bar does not give expected results. The Library window has a slight delay, then it opens to popover window.

It may be doing this if you don't have room to open the Library as a zone, so it defaults back to a popover.
