I'm trying to do a range-specific BHS-W4/HMT-W4 search for any theme but the Qal.

 

For instance, when I enter [RANGE Jon 1] <AND> <NOT> [VERB qal] it does not work. (Of course the previous sentence would be flipped since Hebrew writes right-to-left.

 

What am I doing wrong?

I would use the Hebrew construct window (command-3) and the search below. You can set the range under the entry window of the linked HMT-4 using the + button, as below. The search works well, catching all non-Qal verbs.

Your initial search is close. Where it fails is the semantics of the connecting <NOT>. To make your search valid you would only need to to use the "-". Thus, [RANGE Jon] <AND> [verb -qal] returns valid results.
