Edit User Note not working

For some reason when I either right click or use the button to Edit User Note, nothing happens. Nothing.

What version of Windows/Accordance are you running? Also, what User Notes files do you have installed, and does this note already exist, or is it a new one?

I'm probably doing something wrong. I made a new User Note. There are no notes in it yet. I'm running Windows 7 Professional, and Accordance 10.3.1.

 

I tried making a new User Note. Then I tried to edit that new file. I selected the new User Note file from the dialogue window. Nothing happened. Now if I try to Edit a User Note, I don't even the dialogue window asking which User Note file I want to use.
