Cannot install on Windows behind proxy server

I've installed 10.4 on Windows but cannot add any modules. It seems that Accordance doesn't use the Internet Explorer / system-wide proxy-server settings. I'm behind a Windows ISA Server proxy server. Any ideas on how to configure Accordance to use the proxy server? As it stands I cannot install any modules (and hence have 0 texts, etc).

 

Or, is it possible to download modules manually from my account on the downloads section and copy them into place?

I am having the same problem on windows 7 trying to install 11 behind a firewall. Can you please share how you got around this?
