Map mouse gestures work from the menu part of the panel

Hi ya,

 

  Mac 10.10.5

  Acc 11.0.7

 

  If I have an Atlas pane open and I use mouse gestures up, down, left, right the map moves as expected. But if I move the mouse pointer off the map to the top where the region, layer and such pulls downs are, the gestures still work. Once the mouse goes far enough up to be in the toolbar part of the workspace window the gestures no longer move the map. If I move off the bottom of the map to where the ID panel is they do not. I'm guessing the gestures working in the top panel is a minor bug.
