User Tool .sit files

I'm trying to download a user tool but I'm not sure what to do with the .sit file.

My computer wants to open it in Stuffit Expander to decompress it, but it ends up opening in a text file with a bunch of gibberish characters.

How should I open these files so I can use them with Accordance?

Do you have StuffitExpander loaded on your Mac? It is outdated for folks to distribute things in .sit format. Expander no longer comes loaded on Macs.
If you have Expander loaded, run the application itself... it will stay open. Then you can drag and drop the file onto the Expander window or the icon on the Doc.
