I've tried to do it in Library, but that only allows alphabetizing or moving within a category. You can't move a tool from one category to another if you mean, for example, moving an English tool to the Hebrew tool category because that wouldn't make sense. You can, however, have subject folders within a category that will accommodate various larger topics.
