User Notes like User Tools

In the spirit of the the old proverb, "the squeaky wheel gets the oil", I thought I'd throw out two feature requests:

 

1) Could we please have the same formatting options in user notes as in user tools? For example, it would be really nice to be able to center the text in our user notes too.

 

2) Could we add the option of being able to put text into small caps? It looks really nice in modules when it's formatted that way. It would be nice to be able to do that in our user tools and notes especially when it comes to the tetragrammaton.
