10.3.2 windows Unicode import for user tools

I was having trouble importing a user tool from a text file with Spanish phrases (especially the vowels with orthographic accent), after having tried various possible character encodings. When I brought this topic up in the general topics forum, one user said that unicode import for Hebrew and Greek doesn't work well either in the Windows version...so maybe this can be fixed in one go.
