Is there any way to find out the declarative and non-declarative clauses using Hebrew Construct Search?

No. That's a semantic judgment, not a syntactic one. Since Hebrew lexicalizes questions with a couple different interrogative particles, those would be pretty easy to find. But declarative clauses are not introduced by any specific lexical item, nor are they a specific syntactic sub-type, so this distinction is not included in the syntax module.
