Merge User Notes adds unnecessary blank lines

When I use the Merge User Notes feature, it is adding blank lines to the end of every note.  Every time I merge another file, it adds more blank lines. I have seven user notes files with no verses in common. After merging all of them, my notes have up to 14 additional blank lines.

 

Here is how I think it should work.  In the case where both files have a note on the same verse, then it should separate the two notes with a blank line, and it should not add lines to the beginning or end. When only one of the files has a note on a verse, then it should not add any blank lines.
