It is also known as 3Q15 and it is available in the QUMRAN original and in the QUMENG translation sectarian modules on the Scholar's Collection CD-ROM. The Qumran Index module helps find and open the correct document as one can search the title. The unlock of the add-on bundle of all three modules is only $120. If you are looking for an English translation for it, you can find one online and add it yourself: http://ccat.sas.upenn.edu/~humm/Resources/StudTxts/3Q15.html This Hebrew project is promising but incomplete: http://faculty.biu.ac.il/~barilm/copertx2.html Still, it may serve if you're not wanting to buy the DSS module.
