Option + ` (tilde) not working

I used to be able to use Option+` (tilde) to pull up the library using an OS X keyboard app shortcut. But recently (since update to Cocoa?) it no longer works; it does nothing. I can use Option+Command+` but I’d rather use the one I’m used to.

 

Any suggestions to get it back the way it used to work?

 

Billy from Accordance wondered if one of the programmers may know if it is actually a bug or if it is unavailable in the new code.
