Is this a bug, or so I just misunderstand something? How can the first and second variants both be suported by K and L?

Not a bug. Note which words the apparatus markers appear around in the NA28 Greek NT (Sigla) text.

 

Heb 13:9 Διδαχαῖς ποικίλαις καὶ ξέναις μὴ  ⸀παραφέρεσθε· καλὸν γὰρ χάριτι βεβαιοῦσθαι τὴν καρδίαν, οὐ βρώμασιν ἐν οἷς οὐκ ὠφελήθησαν οἱ  ⸁περιπατοῦντες.

 

So the first marker is for the first variant listed in the apparatus i.e. :-

 

⸀ περιφερεσθε K L |

 

And the second marker is for the second variant listed in the apparatus i.e. :-

 

⸁ περιπατησαντες ℵ2 C D2 K L P Ψ 0243. 33. 81. 104. 365. 630. 1175. 1241. 1505. 1739. 1881 sy
