At the risk of bringing out a firehose of information I recommend John F Evans book: A Guide to Biblical Commentaries and Reference Works published by Zondervan Press as a very detailed, exhaustive review of mainly commentaries but also reference works for Bible study.

 

Dr. Evans is Senior Lecturer in Old Testament at Africa International University in Nairobi, Kenya. I am working from the 10th edition published in 2016. His background is conservative and he is highly praised by many mainline Evangelicals.

 

Dr Evans provides lists at the back of the book for pastor libraries starting at bare-bone (he is based in Africa) up to the Ultimate Reference Library.

 

His introduction covers the broad range of how to effectively use reference materials.

 

He says in the 10th edition that he no longer provides software recommendations since he is far removed from the market but he is an Accordance customer. 

 

There are other reference guides such as from the late John Glynn, Don Carson, and Tremper Longman but Evans is the most exhaustive and up-to-date.
