command-` to switch focus

I just went to use command-` to switch back to the installer progress window (Check for updates) and it didn't work. It's a shortcut I use all of the time, so I am not sure if I am shocked that it didn't work because I always use it, or if I am shocked that it didn't work because it used to work. I feel like it used to work but perhaps I am wrong. Has this behaviour changed recently?
