Surface pro3 doesn't sync with iOS

I've read several posts but haven't found one specific to mine. I have an iPhone 6 running most recent upgrade and a Surface Pro3 with win10 running the latest upgrade.

I have not been able to successfully complete a sync. If I manage to get the screen up to where it shows my modules installed then I click it and it says it's syncing but nothing is being done. I have to manually close the screen or even sometimes it crashes completely and I have to start the app again and start all over.

All I want to do is transfer my highlights and notes and bookmarks over to my iPhone but none seems to work.

Only syncing via dropbox is available to you, as far as I know, and it may be buggy.

I don't use Windows but with Accordance 12 it should work.

Accordance 12 now lets Windows users sync with their Accordance mobile via Wifi. This requires Bonjour.

I reinstalled Bonjour and tried again to sync win10 accordance 12 with iPhone 6 and now as soon as I click sync with mobile device it kills my win10 accordance session.

If I'm using Accordance 12 on a win10 laptop and I want to sync with an iOS (iPhone 6) do I need to connect via USB and iTunes for the first session then afterwards I can sync through wifi?
