Cursor Placement Issues in User Tools

Today when editing a User Tool, I have sporadically had trouble with cursor placement the tool. Two different (but I presume related) things happen:

 

Selected text does not select to the end of the line, even if I drag the cursor far past the end of the line of text. But changes made to the selected text affect the entire line. (i.e. visually unselected parts are affected as well).

 

Clicking in existing text inserts a blinking insertion line, but typing or deleting occurs elsewhere in the line of text. When this happens, it is impossible to correctly place the cursor.

 

The two issues do not necessarily occur at the same time. I was able to clear the second problem (with the insertion point) by closing the edit window and reopening it. That does not affect the selection issue.
