Copying in User Notes/Tools loses formatting

In a user note or in a user tool, when I copy some text which includes some italic or bold formatting then paste it into that note/tool then it appears to copy it correctly. However when I update that note/tool and exit the edit window then the formatting is not displayed. When you go into edit then it appears to remember it and show it correctly.

 

If I 'update' it in the edit window to confirm the formatting then it will remember it.

 

 

There is another formatting issue which happens on occasion but I have not found a sequence of events that causes it consistently. When updating a user tool if there is an existing bold heading that follows the section being updated then the first character of the heading loses the bold formatting and its font size also changes.
