Highlighting Unstable Synching

I am working on a MacBook Pro running MacOS 10.13.6 and my iPhone and iPad have the latest iOS. On my mobile devices I have Accordance 3.0. 

My problem is with highlighting. I have only one highlighting file called, "My Highlights." Here is what is taking place:

 

1. I read a commentary on the Psalms by Bruce Waltke. I make hghlights on several pages. I sync those highlights using Dropbox.

2. Then I go to my iPad and perform a sync and eventually those highlights will be duplicated on this device. I usually have to press the sync button a few times to see the updated highlights. I am synching with Dropbox here as well. 

3. Then I go to the iPhone and perform the syncing with Dropbox and the Waltke commentary does not show the new highlights. I try several times. However, because of these unhighlighted pages, soon the pages on my other devices lose the hghlights. The iPhone becomes the master to my laptop and iPad. 

 

Is there a sequence to synching these highlights? Why would my iPhone become the determinant factor for these other two devices. 

 

Please advise. I am sure I am not the only one with these issues.
