In both GNT-Byzantine and NA28, the word search μαρτυρ* finds lots of passages, including (for example in Hebrews) Heb. 3:5; 7:8, 17; 10:15; 11:2, 4-5, 39, but not Heb 12:1 τοσοῦτον ἔχοντες περικείμενον ἡμῖν νέφος μαρτύρων. What am I missing?

Heb 12.1 is a noun in the plural gen from μαρτυς. Without quotes your search is looking for lexemes of the form μαρτυρ* which will not include this lex because of the final σ in place of the ρ. If you drop the ρ or try μαρτυ?(ρς)* then you'll get them
