We're leaving it in the store so as to provide one last bug fix for those who don't choose to upgrade and to offer an internal notice that v. 13 is available. The older version will be removed in upcoming weeks. Anyone who done an in-app purchase for the Basic Starter has received an update to v. 13 since last October.
