When using ESV with Strong's and Biblia Hebraica Tagged in Parallel, I have them both set to Triple Click Amplify to HALOT. I have found on this particular entry Lamentations 3:22 "mercies" the ESV amplifies to רחם and the Hebrew amplifies to רַחֲמִים. Also the ESV Instant Details does not provide the same information.

All of the other words I test in both the ESV and HMT-W4 amplify to the same entry.

Is this the way it is supposed to work?

Yes, there may be discrepancies between the lexical form identified in the BHS and that provided to the Key number used in a translation. That is what caused the differences you see. It's always better to access the original text.
