Tie workspaces works counter to my intuition

I have a syntax workspace that is saved. I want to be able to open this workspace and tie to my base text. The problem I encounter is that the text moves to what is in the Syntax workspace rather than the other way around. My base text has lots of other ties so I do not want to tie it to the syntax.

 

Either way, it is counter intuitive, from my perspective to have a resource or workspace that I am tying to a base text move the base text reference. It should be the other way around. If I open a tool or text and want to tie it, I always want the reference to be the base text.

 

Am I just missing something, or am I alone in my intuitive view? I do know that I can amplify to a resource and it will tie properly.
